COMMUNIQUÉ

This is a way to call upon the Angolan Students in the United States to consider kindly that most of them are not paying their membership dues to the United States Section of U.N.E.A. At the present moment only six students have paid in full from September 1964 to February 1965; xxx up to January, and about seven paid for the first two or three months. It means that about 2/3 of all of us did not still pay the first amount due since September 1964.
Matter is important and serious, but needs not be discussed here in as much as each one of us would better consider his own case in privacy and immediately change of conduct.
To get all the Angolan Students regularly paying their contributions I have found better to appoint four under-treasurers. The under-treasurers will take care of the collects within the area assigned to each one of them. After seing the President and the Treasurer of the Section, and with the entire approval of the former, I am to determine:

1.    The Angolan Students are requested to send their monthly contributions to the under-treasurer of their area, as soon as possible. The amount, as fixed by the Assembly, is of $2.00 a month back to September 1964.

2.    The following are the under-treasurers:
EVA CHIPENDA, for the States of New York, New Jersey, ad any other State in lack of a special representative.
BEBIANA D’ALMEIDA for the States of Ohio and Michigan,
ANDRÉ DOS SANTOS for the State of Pennsylvania (with the exception of Lincoln University).

3.    Every under-treasurer will make a report for the collection in triplicate; send the original to the Controller and one copy to the Treasurer; and keep the other copy for his own use.

4.    The under-treasurers must deposit to the bank account in New York, or mail to EVA CHIPENDA, the amount collected.

5.    For the reason of New York City being the main center of the activities of the Section, Eva Chipenda will be keeping 2/3 of the total amount of the Section in a checking account. The remaining 1/3 will be kept in the Cleveland Bank with the Treasurer, Mr. Phillipe Nsaku.

4. VENÂNCIO BIELA, Lincoln University, LINCOLN UNIVERSITY, Pa.
